We have old issues of the Enterprise Record on microfilm from 1948 to present. You can use it in the library and make copies for 10 cents a page. You will need to know a date for an article because no index exists.
If you want to go back earlier than that, we also have older newspapers that eventually merged to make today's Chico ER. You can find a listing of titles and dates at this link from the library catalog.
From 2004 through current issues, you will find the Chico ER online in Lexis Nexis. Choose the News search and key in "Chico Enterprise Record" into the box labeled 'by source title'.
